House Passes ‘Minibus’ Appropriations Bill
On July 31, the House passed a minibus spending package that includes funding for several NTEU-represented agencies and pro-federal employee provisions. The bill includes protections for collective bargaining, continues the ban on new outsourcing through A-76 competitions and blocks funding for the administration’s plan to dismantle the Office of Personnel Management. The bill does not include language on a pay raise, effectively deferring to the president’s proposal for a 1 percent pay raise in 2021. NTEU will continue fighting for a fair increase and is calling for a 3 percent increase, which is what is proposed for members of the military. The Senate has yet to advance any of its appropriations bills for fiscal 2021. NTEU will continue advocating for a fair pay raise, adequate agency funding and protections for key employee workplace rights.
