Damian Alvarez became a NTEU Steward in 2011. In 2012, he then became a full-time NTEU representative for Chapter 137. He was also named Chief Steward in 2012. He was voted by the Executive Board as an interim Vice President during 2013. Damian Alvarez was elected to the Vice President by the bargaining unit in the last election. He then was placed as President in April 2014 when Daniel Nieto accepted a position in Tampa, FL. Damian has served in that position as of then. In that time, Chapter 137 has accomplished the implementation of AWS in multiple ports, a more officer friendly overtime system, Live bid in MIA, grievance victories that have been adopted as a national policy, and an open door policy with management that has allowed a more streamlined process to solve issues or discuss concerns. Damian is a CBP Officer assigned to Fort Lauderdale-Hollywood International Airport since September 2007. He has served in the BRP Committee, NTEU National Legislative Advisory Committee, Labor Management Relations Committee, along with successfully representing the bargaining unit in grievances, disciplinary and removal cases, bargaining and legislative issues at both local and national levels.

Lizett Garcia became a NTEU Steward in July 2012 as a full time NTEU representative for Chapter 137. In 2014, Lizett Garcia was elected to the Executive Board as the Recording Secretary. Then in 2015 was voted by the Executive Board as the interim Executive Vice President, a position she currently holds. Ms. Garcia is a CBP Officer assigned to Miami International Airport since April 2006. She has served in the BRP Committee, NTEU National Legislative Advisory Committee, Labor Management Relations Committee, along with successfully representing the bargaining unit in grievances, disciplinary and removal cases, bargaining and legislative issues.

Rene Garcia became an NTEU Steward in January 2013 and was soon after appointed by the chapter president to become a full time office staff member. Garcia was elected 2 years ago to the Executive Board to serve as treasurer for the chapter, a position he currently holds. Garcia has prior union experience, serving as a steward for the United States Postal Service prior to joining CBP. Garcia has been with CBP since 2007.
